Denne enheten har gjerne ansvaret for plattformer og verktøy som alle team som bygger programvare i organisasjonen er avhengig av for å gjøre jobben sin. "Men sentraliserte løsninger og plattformer har da ingen verdi for brukerne" vil mange innvende. "Hvordan prioriterer man funksjonalitet i plattformen basert på brukerverdi?" og "hvordan unngår vi at plattformenheten begynner å leve sitt eget liv?" er betimelige spørsmål.
